Accountabilities: Client’s Contracts and Commercial Specialist

  • Review and prepare draft tender documents for construction work packages (i.e., enabling works, main works, ID works) and provide comments on the draft for amendments by the consultant prior to issuing for tender.
  • Lead the QS team in preparation of BOQ following the standard method of measurement (POMI, CESMM3, SMM7and NRM2) for Tender Documents.
  • Review consultancy services agreement (lead consultancy services, ID design, project management services) prepared by Technical Dept/Commercial Dept and provide comments on the draft.
  • Once the tender negotiations with the tenderers are finalized, prepare a letter of acceptance to contractors or consultancy services agreements to consultants.
  • Preparation of cost estimates using rate breakdown and comparisons for preliminary study and preliminary design stages.
  • Monitor the contractor’s resource allocation and provide cost reports on project resource costs.
  • Provide support on all financial and contractual matters throughout the course of the work in the project as per FIDIC.
  • Prepare feasibility studies on changes and adjustments to cost estimates.
  • Evaluation and recommendation of payment and entitlement of Contractors’ claims.
  • Value Engineering, cash flow forecasts.
  • Finalizes the Final Account of projects.

 

Accountabilities: Managing QS

  • Process claims and variation orders by following the client’s recommended process and procedures, especially for clients of Government entities like ASHGHAL, MOI, and QAF.
  • Review and respond to contractual correspondences ensuring contractual procedures are followed.
  • Attends progress meetings and provides commercial updates to project teams.
  • Ensure measurement records are maintained during the final re-measurement process.
  • Preparation of cost estimates using rate breakdown and comparisons for preliminary study and preliminary design stages.
  • Evaluate the unit rates for new work items
  • Review and prepare payment certificates for works completed on site for the finance department.

 

Significant Achievements:

 

  • Saved the total preliminary cost of a real estate project as a client counselor during a tender appraisal. 
  • Saved QAR 6 million by identifying omitted items and managed the project to complete cost-effectively.
  • Reduced the total cost of a special project by 30% during tender appraisal. 
  • Implemented a new LPO controlling system to ensure the prevention of duplication orders and mitigate wastage. 
  • Ensure the timely submission of payments of all the contracts carry out by the company. 
  • Expert in providing accurate quantification of materials order and mitigating the cost overrun. 

 

 

Role: Senior Quantity Surveyor

  • Prepare payment applications for works completed on site
  • Submit a consolidated Bill of Quantity (BOQ) in the format required by the client Prepare Interim Payment Application (IPA), Invoice, and Interim Payment Certification (IPC) from the Consultant and Client
  • Liaises with the consultant’s quantity surveyors in verifying measured quantities and processing payments
  • Evaluate Quotations obtained from different Suppliers and Subcontractors, ensure quantities and specifications are in line with projects specification
  • Ensure measurement records are maintained during the IPA periods and the final re-measurement process
  • Preparing monthly cost reports including forecast costs and budget
  • Attending project commercial/progress review meetings with clients and consultants. 
  • Prepare MoM by coordinating with the site execution team.
  • Assist the CM in the preparation of the claims.
  • Participate in the evaluation and recommendation of entitlement of Contractors’ claims with consultant’s/client.

Role: Quantity Surveyor

  • Take-off quantities and preparation of Bill of Quantities based on plans and specifications.
  • Ensure measurement records are maintained during the IPA periods and the final re-measurement process
  • Prepare payment applications for works completed on site

  • Take a lead role in Re-measuring quantities with BOQ.
  • Issued variation orders to subcontracting, and took joint measures with sub-contractors and clients for valuations and variations.

  • Formulated and presented monthly interim valuation, analyzed variations from client instruction, and managed quantity take-off.
