• Conduct and coordinate the detailed design, methods, workshop drawings, temporary works, for Own Works and Subcontractor works and oversee the performance of the Independent Checking Engineer (ICE).
• Coordination and liaison with the Stakeholder Manager taking into consideration the Stakeholders input data and/or regulation.
• Review technical reports related to resolution of technical issues, Value Engineering, design optimization and variations as requested by the Employer.  
• Review interface progress with focus on interfaces (including those process related) in relation to technical matters, program/progress to ensure that interface issues are addressed and resolved in line with targets and expectations. 
• Issues and update the change management report and notifies the Project Director and the Contract Manager on weekly basis.
• In coordination with the Project Planner, to provide weekly/monthly reporting on the status of design, interface, construction documentation (shop drawings, as- built, submittals) for Project Director's review and information.
• Coordinate and liaise with the Project Director and Construction Manager. In relation with the Construction Manager, to prepare and take into consideration the required handing over from (or back) to the Employer or any third party.
• Review and selection of the work methodologies.
• Supervise the Independent Checker performance.
• Monitor the progress of the technical team.
• Monthly reporting on the results provided by the Cost Control. Report monthly on the cost spent versus budget earned value.
• Setting-up a series of KPI for monitoring the efficiency of its sections.
• Compliance of the works activities with the QHSE and the Contract requirements.
• Key choices on design and methods organization, software, equipment, resources. 
• Within the overall program, preparation and approval of the design and methods programs of deliverable.
• In liaison with the Project Director, issues the proposed budget of the Technical Department for his approval.
• Issues the subsequent follow-up versions of the budget.
• In liaison with QS control and valid monthly progress raise alert on risk, opportunities, of Design Consultants/ICE claims.
• In liaison with QC control and valid NCR, FCR, Method changes request, when the technical matters are involved.
• In liaison with HR department, prepare mobilization and demobilization of technical staff schedule.
• Regularly review and update Design and Method Staff & resources requirement. 
• Initiating Engineering's value (documented by cost comparison, method drawings) and support construction cost saving or harmonization requirement. 
• Approve the permanent works detailed design and the works methodologies.
• Organize and manage as built design packages.
• Keep an up-dated library of standards and regulations applicable to the contract. 

• Monitor the progress of the technical team.
• Supervise the Independent Checker performance.

Duties

• Perform design reviews throughout the design process from conceptual design through schematic and detailed/contract documents and prepare the design review reports.
• Monitor the development of the overall design process from conceptual design through schematic and detailed/contract documents.
• Assist the Project Director ensuring the desired project objectives are delivered
• Assist in the RFP process for prequalification of architectural/engineering services and participate in the negotiation of design contracts.
• Assist in responding to questions and queries raised during the tender period.
• Review proposals received from the vendors, evaluate content, and prepare a report for the Team Management to make recommendations to the Client.
• Monitor submittals by the design consultants to obtain approvals and permits necessary by all regulatory agencies and local authorities having jurisdiction.
• Implement the Design to Budget requirement in all appropriate RFP’s and contracts for design services.
• Monitor the dissemination of design information among the Program Team.
• Attend the design review and co-ordination meetings with other consultants appointed by the Client and prepare & distribute the minutes of meetings.
• Assist in the design change management as may be required.
• Attend weekly monthly, the design co-ordination meetings with the Client and/ design consultants appointed by the Client along with the works contractor and supplier / vendors appointed by the Client.
• Manage interdependencies and coordination across projects.
