The Human Capital Directorate invites applications for the position Workforce Planning Specialist Reporting to the Head, HCI&Q, the successful candidate will undertake workforce planning activities (including the number of positions, skills, qualifications, experience and timeframe required for each position) in line with UDST's Workforce Planning and Qatarization plans, workforce needs and sourcing approach, with the aim to fairly recruit the right competencies to the right jobs within UDST and in alignment with the established annual plan, strategy and operating plans for each business unit.

    Duties & Responsibilities:

    The successful candidate will collaborate with the Head, HCI&Q, all Business Unit Heads to develop UDST's annual workforce plan, in order to identify the existing needs and predict future workforce needs, and succession planning needs. The successful candidate will conduct research initiatives into leading practices in workforce planning, and ensure they are reflected on UDST's workforce planning methodology. The successful candidate will conduct workforce gap analyses and assessments to identify gap reduction strategies including an evaluation of operational effectiveness, including systems, policies, and standards. The successful candidate will maintain the organizational structure of UDST and develop and design of a competency framework for UDST, in coordination with UDST's Business Units and share it with Talent Management for implementation. The successful candidate will develop action plans to implement strategies and measures for assessing strategic progress including recruiting, training/re-training, re-structuring organizations, contracting out, succession planning and technological enhancements. The successful candidate will conduct external benchmarking and internal focus groups to validate competencies and proficiency levels and map competencies and position descriptions to career-pathing program. He/she will establish, leverage, and support the creation of a talent pipeline with Colleges and Universities and provide comprehensive source of global talent supply and demand data, predictive analytics and insights into real-time job markets. The successful candidate will work on maintaining a Qatari Talent pool in coordination with Head, Localization ensuring high level candidates are sourced. He/she will assist and support in developing strategies to increase awareness about the national talent management strategies, in addition to offering assistance in making sure that Qatari new hires are well integrated within their teams. The candidate will ensure that relationships are maintained with all local government bodies supporting Qatarization, so relationships can be leveraged to UDST's advantage. Other responsibilities include to review and propose compensation amendments pertaining to promotions, salary adjustments and perform job analysis and evaluation as per the approved system of UDST.

    Qualifications

    Education and Certifications:

    • Bachelor's degree required in Business Administration, HR or related field

    Experience:

    • Minimum of 5 years of relevant experience in Recruitment or related field

    Language:

    • Fluency in written and spoken English language is required

    Other Required Skills:

    • Ambitious and self motivated team player with a high standard of professional integrity. Good knowledge & understanding of Workforce Planning, Strategic Human Capital Management, Talent Development & Organizational Development. A proactive can-do attitude to work and good time management skills are essential. Reliable and dependable with a desire to lead by example and an ability to juggle multiple priorities without compromising quality. Analytical thinking, effective problem-solving skills and the ability to develop effective working relationships across all levels of the organization is required to be successful in this role. A commitment to ongoing training and continuous professional development is desirable.
