- Procurement of Construction and Consultant Contractsthrough competitive open tendering.
- Resolution ofcommercial and contractual matters.
- Identification,management, and control of commercial risks.
- Reviewingof Tender documents in coordination with PMs and Design Team,including ITT, Particular Conditions of Contract, Scope of Work,Authority's Requirements, Nominated Suppliers andSub-Contractors, Insurances, Form of Tender, Contract Particulars,Pricing Preambles, Principal Quantities and Bills of Quantities.
- Reviewing preliminary and final estimates for theprojects to be tendered.
- Independent assessment andprovision of estimates for new works.
- Assistance in thepreparation of tender reports to the Tenders and AuctionsCommittee.
- Ensure that any issues that could potentiallyimpact successful project delivery are brought to the attention ofthe Head of Section.
- Familiar and working knowledge withrelevant Public Works Authority (PWA) procedures, Qatar Governmentprocedures and requirements, and with the PWA Conditions ofContract and Specifications including QCS 2014 and furtherrevisions.
- Contract Administration of GECs in accordancewith the contract and PWA procedures (including; Guarantees,Consultant's Personnel, Insurances, Change, Claims,Change Addendums, Settlement of Disputes, Penalties, KPIs, Notices,etc.)
- Contract Administration for Construction contractsin accordance with the contract and PWA procedures (including;Appointment of Engineer and sub-representative, ContractorGuarantees, Collateral Warranties, Change Management, ImpactAssessments, Variations, Value Engineering, Provisional Sums& Prime Cost Sums, Risk Alerts, Claims, Key Personnel, KeyStages, Penalties, KPIs, Notices, Contractor Notices ofDissatisfaction, etc.)
- Administer Change Management inaccordance with the contract and PWA Procedures and contractsrequirements, from Change Request through to Variation Order.
- Administer all Contractual, Commercial and FinancialMatters.
- Administration of Claims.
- Administrate when required Payments.
- Adherence to PWACirculars and administration of contracts accordingly.
- Preparation and checking contractual correspondence.
- Preparation and checking internal PWA correspondence to effectivelyadminister contracts.
- Prepare and present commercialreports and presentations for PWA Management.
- Commercially close out projects.
- Preparation andrevision of various weekly and monthly progress reports asenquired.
- Mentor staff.
- Other duties asassigned. Qualifications
- Commercial/QS experience up to10 years in the construction field.
- Bilingual (Arabic– English).
- Good Excel and PowerPointskills.
