Will be responsible for the execution of highvolume, low, mid, and high-range value transactions related to thepurchasing and acquisition of goods, commodities, equipment,contracts, and services as needed or required to sustain andsafeguard the Hospital.

The officer will lead in theidentification, evaluation, and selection of suppliers, includingdeveloping and managing supplier relationships and haveresponsibility for successfully negotiating supplier contract termsand procurement/pricing agreements.

• Interact and meet with department heads forproject planning, development of bid specifications, validjustifications, vendor research, develop evaluation research fortimely awards, develop evaluation criteria.
• Review andvalidate user information, vendor responsibility review, developingevaluation criteria, participating in the evaluation selectionprocess for awards, review and expedite contracts, purchase orders,change notices, blanket and standing orders, etc., to ensure timelypayment of invoices against issued purchase orders.
• Develop, solicit, and award bids, requests for proposals, requestfor qualification, and request for information; responsible toprocess simple to complex purchasing transactions independently andwith supervision for more complex transactions.
• Participate in the evaluation and selection process and provideguidance and instructions in the preparation of requisitionapprovals for user departments.
• Review, expeditecontracts and purchase orders to ensure timely payment of invoicesagainst issued procurements.
• Coordinate and communicatewith appropriate offices to facilitate the efficient and timelyprocessing of contractual agreements.
• Accumulate andanalyse data and statistics on procurement transactions.
• Establish clear communications and timely follow up with UserDepartments and Vendors.
• Maintain Audit Compliantelectronic and paper files with well-established chronologicaldata.
• Follow up on accounts payable payment problemsincluding increasing quantities, notifying department of fundingshortages, timely change order execution, follow up on receipts ofmaterials that by-passed Purchasing,
• Train departmentsabout rules and regulations for sole source commodities, providetimely customer service response to calls for assistance in solvingprocurement problems.
• Negotiate contracts with vendors,issue purchase orders for materials, match purchase orders withinvoices and verifying delivery schedules.
• Stay up todate on pricing and industry trends, such as special taxes leviedon medical devices and supply chain standards that govern bar codesand other universal tracking methods for equipment and health caresupplies.
• Communicate frequently with hospitaldepartments to monitor their needs.
• Coordinate purchaseswith an outside group-purchasing organization that assists multiplehealth care providers in obtaining supplies and equipment at lowerrates.
• Establish and follow procurement procedures andwork instructions.
• Select and source for items andservices suppliers.
• Create item codes for items andservices.
• Initiate and create Suppliers codes accordingto supplier qualification process.
• Conduct periodicassessments of suppliers and initiate cost improvement programs tolower the costs consistent with service required.
• Maintain compliance to the document control and Internal/Externalregulations.
• Issue Purchase Orders and follow up thetargeted deliveries.
• Coordinate with accounts payable toresolve vendor dues.
• Maintain inventory level for thestockable items.
• Perform the assigned analysis andgenerate the periodic reports.
• Escalate potential supplyrisks to the next level and provide the risk mitigation plansaccordingly. Education requirements
• Bachelor'sDegree in Pharmacy or related Healthcare Background.
• English – Fluent (Required) | Arabic – Fluent(Preferred)
