- Formulates, negotiates,establishes, and administers complex, integrated, high-valuecontractual arrangements and procurement proposals for a range ofproducts and/or services for theUniversity.
- Provides independent liaison andcoordination with contracting principals to ensure compliance withcontract specifications and resolution of problems and issues, asthey arise; arbitrates claims or complaints occurring inperformance of contracts.
- Evaluates or monitorscontractor performance to determine necessity for amendments orextensions of contracts, and compliance to contractualobligations.
- Analyzes and approves or rejectsinternal and/or contractor requests for deviations from contractspecifications and delivery schedules.
- Analyzesprice proposals, financial reports, and other data to determinereasonableness of prices; reviews and interprets contractprovisions to achieve cost efficiencies and reductions wherefeasible.
- Assesses contractor service value andproduct/service reliability relative to cost; plans, organizes, andcoordinates acquisition alternatives, asappropriate.
- Reviews and determines contractorperformance against contract specifications and takes remedialaction, as necessary, up to and including contracttermination.
- Guides, mentors, and may providefunctional supervision to lower level Contracts Specialists and/orBuyers, as appropriate.
- Participates in theformulation, development, implementation, and revision ofcontracting policies, procedures, and strategies for the unit, asappropriate.
- Represents the organization andthe University to various institutional constituencies, as well asexternally to corporations, funding agencies, government agencies,and other colleges and universities, asappropriate.
- Performs miscellaneous job-relatedduties as assigned.
