    Under supervision of Fire Chief:

    Responsiblefor providing assistance to the designated Fire Chief under broaddirection, manages the administration of the training, safety andfire protection programs within the Fire and Emergency Services(F&ES) department.

    Develops, implements, and manages thetraining, plans, organizes, and directs all fire protectionactivities throughout base camps, facilities, and tents. Servicesinclude conducting fire inspections and providing firefightingsupport devices, such as fire extinguishers, signage, and smokedetectors.

    All programs are conducted in a manner to ensurecompliance with AR 420-1, Army Facilities Management, Chapter 25,Fire & Emergency Services and USG policies, DoDM aswell as National Fire Protection Association (NFPA) standards asprescribed by DoD instructions, Army regulations.

    • Directs a professional team encompassing a range offunctions within the discipline.
    • Evaluates staff,comparing objectives and achievements in the assessment.
    • Coaches employees in their professional career development andprocess improvements.
    • Manages F&ES TrainingProgram and is responsible for the development of thedepartment's Annual Training Program per DOD Instructions.
    • Works with training officers and other departmentleaders to develop training programs to support fire departmentstatement of work requirements, in accordance with NFPA, Army, andother applicable regulations.
    • Performs detailed needsanalysis using response data developing specific training programsto support department operations.
    • Ensures competency ofpersonnel by evaluating effectiveness of training programs andadministrating DOD F&ES Certification Program, whereapplicable.
    • Develops job performance requirements,lesson plans, training schedules, instructional methods, andinstructional media and curriculum, and evaluation instruments.
    • Performs fire ground/emergency management functions,Safety Officer or other positions as required.
    • Develops,manages, and oversees the Fire Department Safety Program inaccordance with NFPA 1500.
    • Coordinates training programefforts with Shift personnel, and installation agencies. Developscontacts and leads for training resources.
    • Providesinstruction to firefighters, installation personnel or civilians asrequired.
    • Attends, participates, and plays a leadershiprole in community events in order to enhance the image of the FireDepartment.
    • Analyzes fire prevention program'seffectiveness, determines trends and problems, and formulatescorrective measures.
    • Performs project and plan reviewsto ensure Life Safety Code and Fire protection systems are IAWpolicies and guidance and respective UFC and/or NFPA criteria.
    • Establishes and maintains a fire extinguisher exchangeprogram for installation facility fire extinguishers.
    • Conducts Facility Manager, Fire Warden and other fire preventiontraining as needed to base populace.
    • Work with PWDEngineers as a team to conduct final acceptance inspections on allnew construction, sustainment, and renovation projects forcompliance of life safety and fire protection devices.
    • Provides policy recommendations to installation Leadership tomaintain fire protection systems, components and provides guidanceand professional advice on the overall fire prevention program.
    • Establishes procedures to maintain appropriatedocumentation on the inspection and testing of wet pipe sprinklersystems in facilities on the installation.
    • Performsscheduled audits of approved and qualified sub-contractors whoprovide maintenance of fire protection systems located on theinstallation.
    • Lead and/or participate in emergencyexercises as required by the Fire Chief and/or InstallationLeadership.
    • Perform self-audits for compliance ofprocedures and document for auditing purposes.
    • Developsand maintains documentation of all annual facility fireinspections.
    • Participate in Safety and Health Audits.
    • Works with installation agencies to formulate long rangestrategic goals as they relate to fire prevention and fireprotection of personnel, facilities, materials, and equipment.
    • Ensures fire investigations are conducted as requiredunder AR 420-1 specifications. Provides investigation reports areprovided to the Contractor Officer Representative (COR).
    • Performs other duties as assigned. Qualifications

    Minimum Qualifications:
    Education/Certifications: One-year relatedexperience may be substituted for one year of education, if degreeis required.

    • An Associate's or higher degree infire Science or related fields is preferred.
    • Must meettraining and certification requirements outlined in DODM
    • Required to have either DoD, IFSAC or ProBoardF&ES Certifications:
    • Fire Officer III, FireInstructor III, Fire Inspector III, Hazardous Materials (HM)Incident Commander, (HM) Operations, Airport Firefighter, DriverOperator – Pumper, Public Fire & Life SafetyEducator and Plans Examiner I.
    • Ability to obtain hostnation driver license.
    • Must be Secret Clearance eligibleand/or able to obtain a Secret Clearance

    PreferredCertifications:

    • Fire Investigator and Fire Officer IV.

    Experience:

    • Approximately five (5) yearscombined experience in a local authority, civil aviation ormilitary fire service required.
    • Two years at thesupervisory level.
    • Must have in-depth knowledge of andexperience implementing the NFPA code.

    Skills:

    • Knowledge of current national and international trendsand developments related to fire service organization, management,and administrative principles required.
    • Knowledge ofpublic and private organizations that support the Fire andEmergency Services and the functions of each.
    • Advancedknowledge of Fire Department training and education programs

    Training:
    Information Assurance, CPR/AED and First Aid, FallProtection, Confined Space, and Respiratory Protection.

    • Supervisory Skills.
    • Directly provides oversight ofpersonnel training performance.

    Working Conditions:

    • Must be capable of working in an extreme weathercondition with temperatures exceeding 120 degrees Fahrenheit.
    • Indoor and/or outdoor environment with very adverse andharsh conditions (i.e., hot, dry, dusty, desert environment withaverage temperatures of 30 degrees Fahrenheit in the winter and 130degrees Fahrenheit in the summer months).
