• In close cooperation with Clinical Service Planning Team, contribute to the assessment and evaluation of current and projected population health needs.
• Lead the sustainable, efficient, and effective planning of health infrastructure master plan across the continuum of health care, in accordance with the direction of the National Health Strategy. Coordinate the assessment of current infrastructure capacity, its configuration and effectiveness in delivering the health services, and existing gaps. Evaluate the needs for future infrastructure capacity and configuration, required to meet the projected population needs.
• Coordinate implementation of the healthcare facilities master plan. In close collaboration with the SPPD, other relevant MOPH Departments and external stakeholders, ensure implementation, monitoring and reporting systems which track implementation of the healthcare facilities master plan are in place.
• Systematically reflect and adjust healthcare system dynamic changes, provide the analysis on how the changes impact the plan and make recommendations. Provide critical review and planning input to proposed changes in health facilities planning initiatives of strategic and nation-wide significance, to ensure these are aligned and support the strategic directions. Ensure all approved health system projects impacting health facilities planning and outcomes are reflected in budgets, where relevant for the government funded entities.
• Develop and implement research and planning activities to support an integrated approach to healthcare facilities program development and resource allocation. Coordinate multidisciplinary staff efforts and direct the work of the health facilities planning team in the use of integrated research and planning, program and resource development. Coordinate programs and develop standards, processes and procedures to support nation-wide health infrastructure planning and their universal adoption within the health system.
• Engage with stakeholders to manage and coordinate health facilities planning strategies and objectives. Develop healthcare facilities and infrastructure planning solutions through collaboration with stakeholders and professional communities.
• In close cooperation with clinical service and health workforce planning, support and contribute to the studies assessing healthcare efficiency, access, appropriateness, and effectiveness. Critically review reports, policy documents and other relevant materials related to and impacting health infrastructure planning, current and future sustainability, and make recommendations. Develop briefings and other documents in response to system needs.
• Represent the section in planning, evaluation matters, cooperation and any business required internally and externally, including the MOPH departments, community, governmental, and professional groups.
• Perform other duties as requested to meet the ongoing organizational needs.
