GovCIO is currently hiring for a Mechanical Engineering SME to provide advisory and assistance services in support of the construction-engineering components of Program & Design Integration (PDI) for the U.S. Air Forces Central Command (AFCENT) Theater Support Group at Al Udeid Air Base in Qatar.

The overall scope of this effort is to provide advisory and assistance services (A&AS) in support of the construction-engineering components of PDI for the AFCENT Theater Support Group. The intent is to provide qualified and experienced personnel to support the AFCENT TSG as it ensures the U.S. receives the best facilities and infrastructure possible via major capital improvements. Members of the AFCENT TSG act as construction monitor and reporting Subject-Matter Experts (SME) advising project teams to ensure facilities and infrastructure improvements are designed and constructed in accordance with provisions of Title 10 of the U.S. Code, addressing life, health and safety concerns, to facilitate the successful completion of all investments on behalf of U.S. interests. Personnel in support of this effort act as subject-matter experts and advisers that will monitor Host Nation construction project design and construction activities, and report on such activities to the TSG office to advocate for U.S. interests.

Personnel advise on both construction-engineering projects, as well as services not connected to specific projects but are necessary to preserve AFCENT interests in Host Nations. Primary tasks include reviewing/qualifying the following TSG-conducted activities: field surveys, investigations to acquire project scope, design data, plans/program monitoring, capability or requirement studies, evaluations, consultations, interior facility/functional reviews, topographic and/or geotechnical studies and hazardous materials assessments. Tasks include facility and infrastructure construction/renovation projects by credentialed architects and engineers. Generally, a credentialed professional is licensed to practice in the location where a facility is located and/or commands the necessary expertise to undertake the specified task. SMEs will monitor and report on progress by conducting design reviews and monitor Host Nation QA/QC inspections to ensure U.S. interests are met, and ensure adherence to applicable specifications and submittal reviews.

Provide mechanical engineering and construction project monitoring services to augment in-house capabilities for AFCENT TSG. Support cradle-to-grave functions for base engineering requirements, assessment, planning, project development, construction monitoring, and project closeout, including:

• Review and analyze preliminary, interim, and final project plans and specifications for technical efficiency and adequacy.
• Review and provide general monitoring on Host Nation funded project development work for new construction, renovation, and improvement projects for real property facilities, including utility systems, according to all laws, codes, guidelines, and criteria as required. Projects cover various facilities and infrastructure systems (earthwork; airfield and roadway pavement; electrical systems; HVAC; plumbing; fire suppression; control and alarm systems; etc.).
• Interpret methods and approaches in developing project calculations, layouts, drawings, and specifications that support project objectives and standards.
• Review and provide general monitoring on conceptual studies and sketches indicating pertinent project features, materials, equipment, and specifications.
• Monitor all project phases with appropriate managers and staff elements and maintain current engineering data for assigned projects.
• Coordinate projects with AFCENT TSG for engineers in other disciplines, operations personnel, and other U.S. Government entities to verify safety, constructability, operability, maintainability, and all project considerations have been addressed.
• Perform reviews of Host Nation funded engineering investigative services as requested by AFCENT TSG (e.g., electrical power studies, water and wastewater analysis, HVAC testing).
• Monitor and report on projects for new construction, renovations, and improvements to real property facilities and infrastructure, including roads, drainage, utilities, airfield facilities, maintenance shops, admin offices, dormitories, and recreation facilities.
• Review as-built drawings at the end of construction.
• Monitor and report on projects from start to finish for real property facilities, applying professional knowledge of civil/structural, mechanical, and electrical engineering with limited missed inspections per month.
• Obtain documented Host Nation surveillance and verify compliance with AFCENT TSG contracts, schedules, drawings, and SOWs.
• Monitor and report on assigned projects and review specifications and schedules.
• Verify construction for design compliance and assist with resolution of differences between U.S. and Host Nation building codes.
• Use computer tools (Microsoft Office, AutoCAD, project tracking, GIS, and engineering calculation software) to solve problems and support work.
• Advise Host Nation construction regarding installation development and O&M to ensure U.S. requirements are met. Monitor construction projects from start to finish, including pre-construction site surveys to as-built drawings.
• Comply with health, safety, and environmental rules and perform work that enhances safety. Ensure compliance with federal and local codes including DoD and Air Force design guidance and standards in design and construction of real property facilities.
• Assist in base master planning and community planning initiatives and ensure new project requirements comply with current Site Master Plan (SMP).
• Prepare necessary documents and presentations accurately and timely. Review and coordinate SMP document preparation, implementation, and maintenance, and keep SMP current as mission directs.
• Review proposed facility siting locations for compatibility and recommend approvals or waivers to adhere to SMP elements.
• Maintain correspondence and map files on site approvals, planning, and waivers. Regularly re-evaluate and update the plan based on changing requirements and data.
• Represent the AFCENT TSG in community planning at meetings and engagements; communicate effectively in writing and orally. Monitor Host Nation surveying services and ensure GIS/AutoCAD Civil 3D data integration, as-built surveys, stakeouts, and topographic data. Ensure surveys/maps are tied to geodetic monuments and monitor Host Nation documentation as required.
• Maintain GFP and coordinate maintenance/calibration of assigned equipment with the installation's ECES and COR.
• Assist as a Special Projects Liaison with USACE or other agencies as required, working with AFCENT TSG, ECES, AFCEC, and USACE; attend meetings and inspections relevant to assigned projects. Maintain continuity across rotations for process improvement and ensure design criteria meet the strictest US and Host Nation codes and standards.

Bachelor's with 5 - 8 years (or commensurate experience)

Required Skills And Experience

• Must have a Bachelor's Degree in Mechanical Engineering with 4 years' experience. A licensed Mechanical Engineer is preferred.
• Must be capable of providing mechanical design services, including HVAC loads, equipment selection, duct sizing and routing, interior and exterior plumbing design.
• Fluent in reading, writing, speaking, and understanding English.
• Must be physically capable of deploying to the CENTCOM AOR and traveling between ADAB TSG and AUAB TSG sites, up to 4 times per year (4 working days, two travel days) to backfill and attend meetings.
• Clearance Required: Secret
