    Applications are welcomefrom first Core Functions / Responsibilities:

    • Provideprocedural guidance to managers and staff; supervise, guide andtrain other finance support staff;
    • Manage financialresources through monitoring and controlling assets, reserves,funds, supplies, etc. in accordance with IOM rules and regulations;
    • Provide specialized advice and support to ProjectManagers and/or Chief of Missions
    • Provide specializedsupport preparing annual budget submission and revisions includingestimating the cost of staff as well as rental and utilities,office equipment and supplies, printing, and other contracts,services or running expenses;
    • Assist in monitoringcompliance with financial policies, procedures, rules andregulations;
    • Consolidate data into financial statementsand assist in monitoring expenditures to ensure they remain withinauthorized levels;
    • Provide regular and ad hoc financialinformation to support informed financial decision making;
    • Assist monitoring that bank reconciliations for IOMaccounts are regularly performed and reviewed by designatedstakeholders;
    • Manage and prepare the payroll byexecuting validity checks on monthly payroll results;
    • Ensure that disbursements are made based on proper authorizationsand supported by legitimate and sufficient documentation;
    • Provide assistance responding to audit queries andfollow up on audit recommendations;
    • Review the statusand monitor the proper maintenance of Vendor Accounts in accountingsystem;
    • Verify vendor claims for accuracy andconformance with IOM finance policies and instructions;
    • Assist in the preparation of budget, accounting, financial,statistical reports and other reports as required; and,
    • Perform other related duties as required

    Education:
    High Schooldiploma with six years of relevant experience; or,Bachelor's degree in Business Administration, Accounting,Finances, or related field with four years of relevant professionalexperience


    Experience:

    • Attention to detail, ability toorganize paperwork in a methodical way;
    • Discreet,details and clientsoriented, patient and willingness to learn newthings; and,
    • Prior work experience with internationalhumanitarian organizations, nongovernment or governmentinstitutions/organization in a multicultural setting is anadvantage

    SKILLS:

    • Familiarity with financial oversightand public administration;
    • Knowledge of InternationalPublic Sector Accounting Standards (IPSAS) and SAP is highlydesirable;
    • Knowledge of IOM/UN accounting systems,software and procedures, Common System regulations, policies andprocedures are a distinct advantage;
    • Experience infinancial management, accounting and budgeting;
    • Experience in liaising with governmental and diplomatic authoritiesas well as with international institutions
