    • Review and advice at the inceptionof project considering the best practice in tendering andcontracting strategy.
    • Prepare pre-qualificationdocuments, invitations and evaluation criteria in consultation withSponsoring Department (SD) and render expert advice in shortlisting potential bidders.

    YourTasks

    • Identify and prepare the mostsuitable pricing mechanism for a given SOW, strictly as perSOW.
    • Review and track the queries fromTenderers during bidding phase. Review the response of thetechnical queries prepared by SD and prepare responses of unpricedcommercial queries thus ensuring quality and timely issuance of theTender Bulletins.
    • Participate in mid-tendermeeting and site visits. Participate in mid-tender meeting, sitevisits and face to face discussion with theTenderers.
    • Address various issues concerningdeviations to General Conditions of Contract, technical andunpriced commercial deviation and ensure each of such issues areresponded through Tender Clarification.
    • Ensureall issues under the Technical proposal submitted by Tendererswhich require clarification are addressed in a timely manner untilthe bids are fully or substantially compliant to the Tenderrequirement.
    • Prepare Technical Evaluationreport for review by the other evaluation committeemembers.
    • Lead the Commercial evaluation,analyze the commercial proposal and prepare the CommercialTabulation and Evaluation Report, convene meeting with theCommercial Evaluation Team members and ensure that it is submittedto the concerned Tenders Committee on a timelymanner.
    • Coordinate with SD proactively afterCommercial Evaluation Report & Award Plan submission fornecessary inputs for the Letter of Acceptance of Tender and Awardof Contract (LOA) and ensure its timely issuance to the SelectedTenderer.
    • Initiate review process of the draftContract document, finalize it with inputs, if any form otherconcerned Departments and issue the Draft Contract for review andexecution by the Contractor.
    • Ensure theClose-out process is initiated by SD on a timely manner and reviewthe Completion Certificates (CC), Statement of Final Accounts(SFA), Close out Report (COR) and Discharge Certificate(DC).
    • Review the completeness of materialsrequirement and work with User Dept. if material descriptions andassociated data (qty & estimate) are not consistent withpolicies and pose risks of not meeting the broad supply chainobjective of price, delivery andquality.
    • Conduct cost estimation exercise andidentify global trends in materials supply to facilitatedevelopment of short, as well as long term sourcing strategies andrisk mitigation plans.
    • Participate in creationof SLA and KPls and implement and analyze performance reports.Monitor key deliverables such as administration ofbinds/guarantees, payment, expedite delivery for emergency andcritical requirement.
