    • Provide expert professional adviceand guidance in allocation, planning and stewardship of costs andexpenditures for Onshore Project and develop and modify proceduresto meet business requirements during projectphases.
    • To maintain Shareholder cost estimateconfidence throughout the duration of the project by developingdetailed cost planning models, analysis and reports to advise,guide and recommend appropriate changes to processes and proceduresto meet business requirements.
    • Major challengesinclude (i) operating in a dynamic team environment in a highlyvisible project with large capital expenditure and significantschedule execution pressures and (ii) delivering accurate andflawless performance in respect to safety, quality, cost andschedule demonstrating multi-tasking, flexibility and initiative tomeet evolving business needs.

    YourTasks

    • Develop and maintain a set of ProjectCost Control procedures, guidelines and flow charts to meet projectrequirements along with a standard cost reporting process acrossall project EPC Contracts.
    • Ensure cost dataintegrity across all EPC Contracts and make sure cost informationis accurately compiled and reported to Project Management toprovide visibility on overall project cost status andperformance.
    • Direct project team and provideguidance and expertise to Project Cost Engineers assigned to eachone of the EPCs and ensure common understanding and standardizedpractice of cost control processes in terms of Value Of Work Done(VOWD) reporting, forecast updates, contractors' changeorders, trend and contingency management and expendituresallocation.
    • Support the Business DivisionManager and lead the financial input into Funding Packagessubmittals, e.g. Advance Commitments (ACs), Full Funding (FF),Supplementary Funding whenever required and recommend budgettransfers to ensure that all necessary funding is provided andProject Cost At Completion is aligned with the approvedbudgets.
    • Development of Forecast cost estimatesand preparation of annual Work Program and Budget (WP&B)taking full consideration of project scope, progress achieved andpending to complete scope.
    • Develop and maintainWork Breakdown Structure (WBS) and Cost Breakdown Structure (CBS)for the overall Onshore project consistent with project scope andreporting structures requirements across projectEPCs.
    • Facilitate the monitoring of FEED and EPCcontractors and project's cost performance comparing toagreed control plans and recommends corrective plans as requiredduring project execution with the appropriate PMTpersonnel.
    • Monitor, review and endorse FEED andEPC Contractors deliverables in terms of VOWD reporting, TrendManagement and Earned Value Analysis.
    • AdviseHead Project Controls and Project Leadership Team of any potentialcost issues as early enough to mitigate, provide guidance oncorrective actions and measures to mitigate any adversetrends.
    • In conjunction with Head ProjectControls develop and implement corrective actions and recoveryplans ensuring these are implemented in a timelymanner.
    • Follow up Project Commitments in linewith approved budgets and ensure all change orders are dullysubmitted (with regard to contractual compliance) and are subjectto proper Management approval.
    • Provide guidanceto Procurement and Contracts teams for commitments' WBSand CBS allocations.
    • Develop inhouse costreporting solutions for managing Project Cost ensuring accuracy,integrity and consistency of data.
    • Providesupport for EPC tenders technical evaluations during Pre-EPC phaseby developing Tender Evaluation Plans, facilitating andcoordinating the technical evaluation process, developing TechnicalBid Evaluation reports and getting required approvals from projectmanagement and committees.
