    JobSummary andPurpose

    Thisrole encompasses the operational leadership and management of allstaff responsible for Contracting within Procurement &Supply Chain. It is a key leadership role which recognizes theimportance of this key function to Qatar Shipyard technologySolutions in establishing contractually sound cost effective andavailable sourcing of safe and quality shipyard services and labor.Responsible for all day to day operational management policycompliance & improvement and professional management of theContracting team.

    The role demands high levelcommunication skills to influence internal stakeholders across allprojects as well as key external parties. The success of this rolewill be measured by contractual effectiveness to deliver highavailability & low cost on shipyard services and labor. Therole is key in underwriting the success of Procurement and isresponsible for developing and maintaining relationships with keysuppliers & providers on a global regional and local scalefor tendering negotiations contracting legal consideration closuremanagement of risk as well as management of critical successfactors such as security of supply and deliveryperformance.

    Accountabilities

    1) Manages all processes relating to subcontracting and leads ateam of Contracting Officers and Admin Assistants in executingsubcontracting work to support the Operations Department whichincludes

    a) Sourcing and identifying suitablesubcontractors and maintain a list of Approved Subcontractors anddatabase of subcontractors and their respectivescopes.

    b) Securing of subcontractors for projectas required by end users.

    c) Evaluation ofperformance of subcontractors performance and identifies areas ofimprovement.

    2) Formulatespolicies and strategies to manage the subcontracting processes inthe most effective manner.

    3) Develops cultivateand maintains strategic relationship withsubcontractors.

    4) Performs relevant elements ofcontract review relating to subcontractor cost asrequired.

    5) Assesses and negotiatessubcontractors quotations and bills.

    6) Liaiseswith the Commercial Department on forthcoming repair projects toprepare the upfront subcontracting for the vessel arrival date andwork scope and the feedback for the costs of criticaljobs.

    7) Plans and assigns project to ContractingOfficers.

    8) Approves WorkOrders.

    9) Monitors and prepares subcontractormanpower report to Procurement and Supply ChainManager.

    10) Settle subcontractor disputes onVariation Order claims.

    11) Work with contractorsand Commercial Department to establish yard standardtariffs.

    12) Manages Subcontractor Facilities andassigns workshop and office spaces.

    13) ConductsDepartment Reviews to requirements defined in the QatarEnergy.

    14) Monitors the performance indicatorsset for Contracting and defined in Qatar Shipyard TechnologySolutions IMS Policy and Objectives Matrix.

    15)Reports PIs and results of preventive actions at Management Reviewsto requirements defined in the IMSP.

    16) Carriesout the responsibility for safety and health as defined in theSafety and Health Manual.

    17) Employee shouldprioritize wellbeing of themselves and their colleagues whilemaintaining a safe and healthy work environment. Adhere to allhealth & safety protocols participate in wellbeing& wellness programs and promptly report any concernsregarding the wellbeing of oneself & others in order tofoster a culture of best practice.

    Qualifications Experience and JobSkills

    Qualifications:

    Degree in MarineMechanical Electrical & Electronics InstrumentationEngineering. Alternatively a Degree in Business or Supply Chain andcoupled with commensurateexperience.

    Experience:

    Shipyardoil and gas or process industry experience plus highlevel exposureto contracts terms and conditions and labor laws would be an addedadvantage.

    No. of years will be minimum 12 yearsin the core business of Contracts under Supply Chain or Procurementdepartment and at least 5 years in managerialposition.
