    SITUATION IN ORGANIZATIONPosition N+1:

    Finance ManagerPosition N+2: Vice President, Finance &Business ServicesACCOUNTABILITIESTo ensure the monthly accounts ofNOC present a fair and accurate picture of the actual workprogress, both for Operating Expenditure (OPEX) and CapitalExpenditure (CAPEX).To deliver robust budgets and forecasts forOPEX and CAPEX.To provide NOC management with insightful costreports that effectively allow early identification of costincreases and implementation of remediation plans where required.

    Todrive the cost culture within the entire organization, throughdaily pedagogy and by addressing poor behaviors.
    ACTIVITIESHSEAct asa safety role model in an office environment.
    Knowledge andObservance of Company HSE policy, rules and procedures.
    Ensure allactivities and work under the responsibility of Finance areperformed with an Incident Free mindset.
    Month-end closure &ReportingCoordinate and drives the Cost Control team to comply withall deadlines defined in the Month-end closure schedule.
    Ensure allaccruals, timesheets and cost drivers (for logistics, drilling,etc...) are available for posting within agreeddeadlines.

    Personally review the quality of the accruals, timesheetsand other drivers for cost allocations (for logistics, drilling,etc...), and in particular their allocation to OPEX and CAPEX, inorder to minimize the risk of Tax disputes in the future.

    Reviewcost reports produced by Business Analysts and requests necessarycorrections/improvements prior to their issuance to Budget Owners.
    Ensure the variance analysis to budget is insightful.

    Budgeting& ForecastingCoordinate the Cost Control team to deliverthe OPEX/CAPEX data for the Annual Budget and each RollingForecasts, in close collaboration with Financial Planning and withHR (for headcount): schedule, process, templates, consolidation,comments and presentations.

    Challenge the relevance of expenditureforecasts submitted, verify the proposed allocation to OPEX/CAPEXand seek cost optimizations based on the first draft of budget bycomparing draft budget with historical data.

    Prepare and/orconsolidate the cost section of Budget presentations to Managementand Shareholders, in compliance with guidelines and formatsprovided by Financial Planning.

    Where a Rolling Forecast shows ananticipated overrun of a Major Line Item by more than 10%, workwith Financial Planning and the relevant Budget Owner(s) either topropose a remediation plan or to submit a request for additionalbudget to the Board.

    Procure to Pay processMonitor performance ofthe Cost Control team in processing Purchase Requests, Call-offs, 2way matching invoices and FI invoices (via daily supervision andstandardized reports).

    Assists team members in solving most complexcases.

    Define and maintain a process with Contracts &Procurement (C&P) to constantly minimize the number of openand inactive Purchase Orders, Work Orders and WBS elements.

    Maintaina strong relationship with the C&P team to ensure the CostControl team is aware of existing and upcoming supplier contracts.

    Ensures Cost Controllers are consulted for the creation of newcontracts in PALM.Promote good P2P practices throughout theorganization (e.g. no invoices received without PO, compliance withterms & conditions of the contract, approval of invoices incompliance with DOA, etc...).Policies &ProceduresDevelopment and update all Cost Control related policiesand procedures, ensuring that they meet accounting best practices,statutory requirements and changing businessrequirements.
    Continuously seek to optimize areas within CostControl.

    Custodian of the Cost Control related policies andprocedures on the CMS.People ManagementLeads direct reports andencourages them to develop their skills by providing continuousfeedback through regular one to one sessions and teammeetings.

    Establishes objectives/KPI's and conductsPerformance Appraisal of direct reports.
    Provides guidance andsupport to direct reports.
    Mentors high/low potential staff andhelps create a learning environment.
    Responsible for the recruitmentand selection of candidates for vacancies in CostControl.
    OtherReview and approve all requests for WBS elements andCost Centers, in line with the NOC procedure.
    Coordinates responsesto audit queries related to Cost Control,
